The national meeting with the heads of Departments Execution of Sentences and Probation and heads of Departments Detention in the Regional Offices Execution of Sentences was held in Panagyurishte on 23-25 October 2013. The meeting was opened by the Chief Commissioner Mitko Dimitrov, Director General of the General Directorate Execution of Sentences.
Commissioner Valentina Karaganova presented information on the content and reach of the Programme Area 32 “Correctional services, including without custody measures” under the Norwegian Financial Mechanism 2009-2014 and the three predefined projects whose beneficiary is the General Directorate Execution of Sentences.
The following projects were presented:
Project BG-15-1 “Improve standards in prisons and IDFs by refurbishment of infrastructure to ensure respect for human rights”. The duration is 28 months and the project aims to apply national and European standards for providing relevant material conditions for inmates in certain infrastructural objects. The activities of the project include reconstruction, construction, supply and installation of equipment in prison hostels at the villages of Debelt and Razdelna, the prison in Sliven, the prison hospital in Lovech, probation service and detention facility in Shumen, as well as the training centre of the GDES in Pleven. The total amount of the project and the financial aid provided is 5,620,780 euro.
Project BG-15-2 "Increasing the application of probation measures in compliance with European Standards and programme for electronic monitoring" is 24 months in duration. The purpose of the project is to create conditions for introducing the system for electronic monitoring for offenders in Bulgaria as an effective probationary measure through offers for normative changes, strengthening the awareness of judges and prosecutors and applying electronic monitoring in practice. The total amount of the project and the financial aid provided is 598,876 euro.
Project BG-15-3 ”Improving the competences of staff in psychological selection and counselling” is 24 months in duration. The main goal of the project is to improve psychological practices and raise their quality through integration of new psychological methods and upgrading of the professional competences of the psychologists in the organisation. Within the project analyses on the current needs of the system will be carried out, new psychological tests for assessment of staff and inmates will be delivered, and trainings for working with the new tests and consulting staff and inmates will be carried out. The total amount of the project and the financial aid provided is 204,856 euro.
The purpose of the presentation was to inform the professional community for the goals and content of the projects, as well as the progress achieved in their implementation.
The interest of the participants in the discussion was turned to the activities of the project implementation and expected outcomes.
